Why does the bank require an apartment appraisal?
In a mortgage loan, the apartment is not just the home desired by the buyer. For the bank, it becomes collateral. The appraisal is intended to estimate the market value and verify whether the property can support the requested financing. The price negotiated between the seller and the buyer is important, but the bank does not rely exclusively on it.
This is one of the biggest surprises for buyers: the fact that the price in the pre-contract and the value in the report may not coincide. The difference does not automatically mean that the appraiser "made a mistake" or that the seller "exaggerated". It may mean that the relevant market, the documents, the condition of the apartment or the available comparables do not fully support the requested price.
Main steps of the credit appraisal
The process usually begins after the bank has passed a preliminary analysis of the credit file or after the applicant has enough elements to proceed with the guarantee. An authorized appraiser accepted by the bank is appointed or chosen, the documents are submitted, the inspection is scheduled, and the report is drawn up.
The appraiser analyzes the documents, verifies the property identification, observes the condition of the apartment, notes the relevant characteristics, and compares the property with appropriate market information. The report then reaches the bank, where it can be verified against internal lending policies.
Documents usually requested
The exact list depends on the bank, the property, and the legal situation, but usually the property deed, cadastral documents, land registry extract, survey or sketch, identity documents of the parties, preliminary contract or transaction documents, energy certificate if required in the context of the transaction, as well as documents regarding modifications, extensions, or permits, where available.
For old apartments, interior modifications may raise questions. For new apartments, the acceptance report, the tabulation, the developer's documents and the correspondence between the reality on the ground and the cadastral documents can be important. A good assessment does not ignore these details because each can influence the risk perceived by the bank.
How long does it take and how much does it cost
The duration and cost should not be invented in articles or promised as a universal rule. They depend on the city, the type of property, the availability of documents, access to the apartment, the bank's requirements and the complexity of the situation. In practice, a complete file and a quickly scheduled inspection greatly shorten the process. An incomplete file, a cadastral discrepancy or lack of access to the property can block it.
When comparing offers, do not look only at the price. Ask what is included in the service, how long the inspection can be carried out, how the report is sent, what happens if the bank asks for clarifications and what documents are missing.
What can reduce the value in the report
The value can be influenced by location, access, floor, condition of the building, condition of the apartment, partitioning, area, quality of finishes, installations, energy efficiency, neighborhoods, documents, the local market and available comparables. Some things that emotionally impress a buyer are not necessarily fully recognized by the market. Other seemingly boring things, such as clear documents and the lack of legal risks, can matter enormously.
An expensive renovation does not automatically translate into a value equal to the investment. The market does not always pay for every lei invested in finishes, especially if they are very personalized.

If the report comes out below the purchase price, do I lose the loan?
There is no universal answer. The bank will apply its own rules regarding the degree of financing and the guarantee. Sometimes the buyer must increase the down payment, sometimes the transaction is renegotiated, and sometimes additional clarifications arise.
Can I choose the appraiser?
It depends on the bank's procedure and the list of accepted appraisers or its collaboration rules. It is important to follow the bank's instructions before ordering the report.
Can the appraiser only see photos?
For many purposes, a property inspection is an essential step. A simple photo gallery does not offer the same security as an on-site inspection and confrontation with documents.
